Act 723 of 2007
Instructions for Compliance

  • Each district is required to be certified in all areas listed on the exams page.
  • Not all Financial Plus and Student Plus users are required to take exams - rather each area must have a user take an exam to certify that area for the district.
  • Users are not required to take the exams each year.  Please refer to step 2 (a, b, or c) below.

Each year on the Cycle 1 Certification of Data Accuracy form, the Superintendent signature will verify that the district has an Act 723 plan in place and on file in the district central office.  This plan will be kept in a location so as to be readily produced if inquiry is made by auditors and/or ADE staff.

Steps to keep the Act 723 plan in compliance:
*(see simplified example below, but reference all steps in their entirety)

1 Refer to the Phase I sheet that the district printed as part of Cycle 1, due September 30, 2011, and placed in the district central office Act 723 folder.
2 a If the Phase I page from step 1 has users listed and all of those employees are still in place, no changes are necessary - but the district may add users if desired.  Users added during the 2013/2014 school year have until June 30, 2016 to complete the exams.
  b If the Phase I page from step 1 has no entries (or the district does not have a Phase I page), the district must add users to all areas at this time.  Users added during the 2013/2014 school year have until June 30, 2016 to complete the exams.
  c If the Phase I page from step 1 has users listed and a user is no longer employed by the district, a new user must be assigned to that area.  If desired, more than one user may be assigned to the area.  Users added during the 2013/2014 school year have until June 30, 2016 to complete the exams.
3 The changes become the current plan for your district, and the user names assigned to the areas of change need to be kept on file in the central office so as to be readily produced if inquiry is made by auditors and/or ADE staff.  The list of changes may be a Word document or something similar and is to be placed in the folder along with the Phase I sheet and kept for review.  No notification to ADE is required.
4 Upon completion of an exam, an email will be sent to the email address entered by the user at the start of the exam.  The results contained in this email should be printed and filed for monitoring.  The printed results are to be kept in the same folder in the central office as the Phase I sheet from step 1 and the list of changes from step 3.
5 The login for taking the exams is the same username/password combination used to access the password protected sections of the APSCN website.
*This is NOT the username/password combination used to access Financial Plus, Student Plus, or eSchool, but rather the username/password combination used to access the password protected sections of the APSCN website.
 
*Note :  Even though a user has 3 school years to complete an exam, it is not recommended to add a user for 3 years, then if the user never completes the exam, replace the user - thus giving 6 years.  It is highly suggested to add users that you know will complete the exams.

Here is a simplified version of the instructions, but it is recommended to read all of the instructions above in their entirety as it guides to the password, etc:

  • Print the Phase I sheet for your location and place in a folder in the central office.
  • Type a Word document indicating users being added/removed. (if any)
  • As new users take the exams and receive results via email, place the printed results in that same folder.
